How We're Delivering the Nuclear Skills Plan

Delivering a plan as ambitious as the Nuclear Skills Plan takes more than good intentions – it needs proper structure, clear accountability and dedicated resources. Here's how we've organised ourselves to make sure the plan delivers real results.

Nuclear Skills Executive Council (NSEC)

At the highest level sits the Nuclear Skills Executive Council. This isn't your typical steering committee – it brings together the CEOs and senior leaders from the organisations that have signed the Nuclear Skills Charter.

The NSEC meets twice a year and provides the top-level commitment and drive that keeps the Nuclear Skills Plan moving forward. It's co-chaired by senior representatives from the Ministry of Defence and the Department for Energy Security and Net Zero.

Nuclear Skills Delivery Board (NSDB)

Supporting the CEO-level commitment of the NSEC is the Nuclear Skills Delivery Board. This group is made up of senior executives from the organisations signed up to the Nuclear Skills Charter and is co-chaired by Skills Directors from the Ministry of Defence and Department for Energy Security and Net Zero.

The NSDB provides the clear, strong governance needed to turn the plan into action. It meets more frequently than the NSEC and oversees the progress of the various projects within the Nuclear Skills Plan.

Nuclear Sector Skills Team (NSST)

The real engine room of the Nuclear Skills Plan is the Nuclear Sector Skills Team. This full-time delivery team is made up of project leads for each workstream along with enabling roles such as programme management, finance, and communications.

The NSST members are seconded from the organisations committed to the Nuclear Skills Plan, bringing expertise and perspective from across the sector. They work day-to-day on implementing the fifteen projects that make up the plan.

How it All Fits Together

The three-tier governance structure ensures that the Nuclear Skills Plan has:

  • High-level commitment and visibility (NSEC)
  • Clear oversight and accountability (NSDB)
  • Dedicated resources for implementation (NSST)

This approach brings together government and industry in a genuine partnership, recognising that workforce and skills challenges can only be addressed through unified, cross-sector effort.


The Charter Commitment

The Nuclear Skills Charter, signed by all member organisations, acknowledges that we can only succeed by working together. Signatories have committed not just to the principles in the Charter, but to contributing funding, experts and resources to deliver the plan.

The Charter and governance structure represent a step-change in how the nuclear sector approaches skills development – moving from individual organisational efforts to a truly collaborative approach.
