Why We Need the Nuclear Skills Plan

The UK's nuclear sector is ready for massive growth. We're planning new power stations, expanding decommissioning activities, sustaining our nuclear deterrent, and working with partners on the AUKUS programme. It’s an exciting time!

We need to grow our workforce to 123,000 by 2030. That's an additional 40,000 skilled people from 2023 to 2030. At the same time, many of our experienced colleagues are approaching retirement age.

We needed a plan – not just any plan, but one with real commitment behind it.

How the Plan was Created

In August 2023, the Nuclear Skills Task Force was established, chaired by Sir Simon Bollom. The Task Force brought together representatives from government departments, academic institutions, professional bodies, and industry partners with a clear mission to create a skills plan that would genuinely address our workforce challenges.

The result? Fifteen practical projects designed to close the workforce gap and develop a sustainable workforce for the UK's nuclear sector.

Who's Involved

The Nuclear Skills Plan isn't owned by any single organisation – it belongs to all of us in the nuclear community. It's underpinned by the Nuclear Skills Charter, a commitment signed by CEOs and government counterparts to address our skills challenge collectively.

How the Plan Works

The Nuclear Skills Plan focuses on three key themes:
1.

Attract

Strengthening collaboration across the nuclear sector including employers, education providers and other stakeholders.to ensure our workforce remains in the sector, manage critical skills in the sector as the sector’s requirements change
2.

Retain

Increasing the workforce pool through apprenticeships, graduate schemes, PhD programmes, and creating pathways for mid-career entrants underpinned by our national communications campaign to create awareness and excitement for the nuclear sector.
3.

Enable

Understanding the workforce we have through better workforce data to support education and upskilling, making it scalable and predictable. Using regional collaborations to deliver our national initiative, ensuring the sector comes together on a local level via our Regional Skills Hubs.

How it's Delivered

Following the publication of the Nuclear Skills Plan, three bodies were set up to ensure effective implementation:

  • Nuclear Skills Executive Council (NSEC) - CEO-level council providing leadership and accountability
  • Nuclear Skills Delivery Board (NSDB) - Senior executives overseeing delivery of the Plan
  • Nuclear Sector Skills Team (NSST) - Full-time delivery team implementing the projects

Together, these groups ensure that the Plan delivers real results for the sector and our country.
